In the coming period, the Foreign Investors Association (FIA) will present a new edition of the White Book – a set of concrete recommendations for improving the investment climate. Through the article series “The Power of Investments,” it demonstrates how foreign investments and advanced standards are transforming the way industries operate. Sergiu Postică, Director of Strategy, Development and Regulatory Affairs at Orange Moldova, talks about how systematic investments in 5G and fiber optics, the digitalization of interactions, and the implicit integration of cyber resilience are turning telecommunications into a true infrastructure for growth – for people, businesses, and the public sector.

What are the main challenges of the sector?

Telecommunications providers constantly face numerous challenges, ranging from extremely rapid technological changes and a growing demand for new services, to fierce competition, economic developments, and regulatory shifts. As the consumption of digital services grows, fast and reliable connectivity becomes essential. Digital transformation is a priority for all sectors, and it relies on robust, high-capacity communication networks, which require substantial investments in infrastructure and innovative services. The main challenge is finding the optimal balance between cutting-edge technologies that meet customer expectations and keeping services affordable.

We are living increasingly in a digital world, and cyber incidents can be disastrous, with systemic consequences that impact both services and company reputation. Threats are becoming more complex, which is why ensuring secure and reliable connectivity is more important than ever. Protection must be integrated into all service layers and supported through the information and education of customers and employees, fostering a culture of vigilance and resilience. Cybersecurity is no longer optional, and we are committed to building a secure future.

Regardless of the technology, people are essential to the business, which is why we must be able to keep pace with the changes around us. As an organization, we must continuously develop the skills, tools, and culture that will keep us agile. This is possible only with a strong team of professionals. Every year it becomes increasingly difficult to find the experts we need, as demographic and migration trends are reducing the talent pool. To succeed and achieve our objectives, it is crucial to focus on attracting and retaining the best talent.

At the same time, macroeconomic stability and regulatory predictability are essential.

What specific initiatives or investments are you already implementing, or plan to launch in response to these challenges?

Orange Moldova continues to invest actively in the national network. In the autumn of 2024, the 5G network was launched, and today we are the operator with the most extensive coverage in the country. At the beginning of 2025, the company invested 12 million euros in radio frequency spectrum licenses, which will further support the development of 5G and the growing volume of mobile data traffic. In terms of fiber connectivity, Orange has implemented XGS-PON technology (ready for speeds of up to 10 Gbps) and has expanded its presence to over 90 localities, planning to connect even more households in the future. The company prioritizes daily investments that enhance performance and reliability, combining operational excellence with long-term transformation.

In its ambition for transformation, Orange has launched a series of digital projects that impact both customers and employees. We introduced eSIM to make connectivity even more accessible. We have digitized a range of paper-based processes, with the goal of achieving a 100% digital interaction model with our customers. We continuously improve the My Orange app and intelligent chatbot support so that the customer experience becomes simpler and faster. As digitalization grows, we reinforce our cybersecurity and service resilience.

How prepared is the team for such a rapid pace of change?

We are building the future by investing in people: through training and practical workshops, mentoring, and reskilling programs for those who change their professional trajectory.
Orange adopts “Agile” as an organizational philosophy and expands the use of artificial intelligence to respond more quickly to changes and increase efficiency. We encourage initiative and professional development, and our values — responsibility, care, and courage — guide everyday decisions.

What changes in practice for customers, the business environment, and the entire country?

The criteria for success are simple: more people reliably connected, more productive businesses, a reduced environmental footprint, and a contribution to the country’s economic growth. To achieve this, we deliver secure, fast, and reliable connectivity where our customers live, learn, and work, while businesses benefit from the services, tools, and support they need to grow. We prepare our teams to face the future in an inclusive and safe environment, and through the programs of the Orange Moldova Foundation, thousands of Moldovan citizens acquire applied digital skills required by the market. And lastly, we provide the advantages of reliable, future-proof digital services and infrastructure that support Moldova’s alignment with the EU and inclusive growth.

What is the impact of Orange on society and the environment?

Our objective is to provide everyone with the key to a responsible digital world, and the main tool for this is connectivity.

Through the Orange Moldova Foundation and the Orange Digital Center, we offer free learning opportunities for children, young people, women, and vulnerable groups; we collaborate with educational organizations, NGOs, and UN agencies (UNICEF, UNFPA, UN Women); we equip schools and train teachers. Access to the digital world must be equal and tailored for everyone.

Sustainability is at the core of our activity. Orange reduces its carbon footprint by optimizing energy consumption and increasing the share of renewable sources. In the spring of 2025, the company launched a solar farm with an annual production of over 1.5 GWh, while continuing to explore opportunities to further increase the share of green energy in our own consumption. We also promote the circular economy by collecting and recycling devices and offering refurbished phones.

At the regulatory level, what are the main challenges for the electronic communications sector?

Moldova’s path toward the EU opens new opportunities but also increases pressure due to the need to harmonize national legislation with relevant EU regulations. Identifying the optimal way to transpose these regulations and ensuring the support of authorities are critical for the sector’s development in the coming years. Our recommendations will be included in the new edition of the FIA White Book, based on the experience and data of companies in the telecommunications sector.
