WG of the State Commission for the Regulation of Entrepreneurial Activity

On August 18, 2026, the Working Group under the State Commission for the Regulation of Entrepreneurial Activity convened for a regular online session to review a new set of draft regulatory initiatives with potential implications for the business environment.

The agenda included the following items:

  1. Review of the substantiation note and of the draft Government Decision amending Government Decision No. 342/2024 approving the Regulation on the working regime of ship crews (unique number 781/MIDR/2026).

  2. Review of the substantiation note and of the draft Government Decision approving the Regulation on compliance with flag State obligations (unique number 787/MIDR/2026).

  3. Review of the substantiation note and of the draft Government Decision approving regulations in the field of strengthening maritime security, port security, and the security of maritime vessels (unique number 786/MIDR/2026).

  4. Review of the substantiation note and of the draft Government Decision approving the Regulation on tachographs and speed limitation devices in road transport (unique number 795/MIDR/2026).

During the meeting, particular attention was given to the practical impact of the proposed regulations on businesses, including compliance requirements, administrative procedures, transport-related obligations, as well as changes affecting accounting, financial reporting, and audit.

The Working Group examined the proposed initiatives from the perspective of regulatory quality, proportionality, practical applicability, and alignment with Moldova’s broader European integration commitments.
