On November 9th, on the platform of the Economic Council to the PM was presented for discussions the Report “Phenomenon of “envelope salaries” in the Republic of Moldova: Conclusions and Recommendations” elaborated by PwC Moldova.
According to this report, the percentage of persons with an informal job is 36.35% of total employment, the highest level of informal work being registered in agriculture, constructions, industry. As a result, the experts outlined a series of measures that could reduce the “envelope salaries” phenomenon, such as: review of the undeclared work notion, alignment of taxable and non-taxable income from the perspective of wage taxes, increase of guaranteed minimum wage, limiting the possibilities for withdrawing / obtaining cash, clarifying the tax regime for day workers activity, increase of tax controls for a longer period of time, etc.
