WG of the State Commission for the Regulation of Entrepreneurial Activity

On October 13, 2026, the Working Group of the State Commission for the Regulation of Entrepreneurial Activity held a regular online meeting to review a new set of draft regulatory initiatives relevant to the business environment.

The agenda included the following items:

1. Review of the Explanatory Note and the Draft Government Decision on Amending Government Decision No. 326/2022 approving the Regulation on the Conduct of Road Transport on Public Roads Exceeding the Permissible Total Weight, Axle Loads and/or Maximum Dimensions (Unique No. 948/MIDR/2026). 2. Review of the Explanatory Note and the Draft Government Decision on the Quality of Petrol and Diesel Fuel Placed on the Market of the Republic of Moldova (Unique No. 964/MDED/2026). Author: Ministry of Economic Development and Digitalization
3. Review of the Explanatory Note and the Draft Government Decision Approving the List of Substances Posing a Major Risk to Human Health and the Environment (Unique No. 954/MM/2026). Author: Ministry of Environment
4. Review of the Explanatory Note and the Draft Government Decision on the Implementation of Certain Provisions of the Subsoil Code No. 246/2024 (Unique No. 946/MM/2026). Author: Ministry of Environment
5. Review of the Explanatory Note and the Draft Law on Thermal Energy and the Promotion of Cogeneration (Unique No. 963/MEn/2026). Author: Ministry of Energy

The Working Group reviewed the proposed initiatives from the perspective of regulatory quality, proportionality, practical applicability, and alignment with Moldova’s broader European integration commitments.
