Tackling Informal Employment: Concrete Steps Toward Modernizing Labor Legislation!
Working Group No. 4 “Reducing Informal Employment and Envelope Wages” convened on the platform of the Economic Council under the Prime Minister of the Republic of Moldova to examine a new package of legislative amendments in the field of labor.
🔹 Discussions focused on updating the regulatory framework — including the Labour Code, the Contravention Code, and legislation governing the State Labour Inspectorate — with the aim of better reflecting current labor market realities.
📌 The draft law aims to:
• align national legislation with European Union standards
• increase transparency and predictability of employment relationships
• strengthen employee protection and employer accountability
• reduce undeclared work and informal payments
📊 The initiative includes the transposition of key EU directives covering:
• part-time work
• fixed-term contracts
• collective redundancies
• working time organization
• safeguarding employees’ rights in the event of business transfers
