On August 21, 2026, the Foreign Investors Association (FIA) participated in public-private consultations focused on improving the investment screening mechanism, organized by the Ministry of Economic Development and Digitalization and the Secretariat of the Economic Council under the Prime Minister.
FIA was represented by Executive Director Ana Groza, together with representatives and experts from member companies, who contributed practical perspectives from investors and sectors covered by the investment screening mechanism.
The consultations focused on the proposed amendments to Law No. 174/2021 on the examination mechanism for investments of importance to state security, developed in the context of the legislative package for the digitalization of the economy.
During the discussions, FIA emphasized the need for a clear, predictable, proportionate, and risk-based screening mechanism, while maintaining the necessary safeguards to protect national security.
From the investors’ perspective, an effective mechanism should provide legal certainty, transparent procedures, and reasonable timelines, ensuring that institutional resources are primarily focused on transactions that may pose genuine risks to national and economic security.
We thank the Secretariat of the Economic Council under the Prime Minister for convening and facilitating this working session, as well as the Ministry of Economic Development and Digitalization for its openness to constructive dialogue and for considering the proposals put forward by the business community.
FIA will continue to contribute the expertise of its members to the development of a regulatory framework that protects the security interests of the Republic of Moldova while ensuring an attractive, predictable, and competitive investment environment.
