Meeting of the WG of the State Commission for the Regulation of Entrepreneurial Activity

On August 11, 2026, the Working Group under the State Commission for the Regulation of Entrepreneurial Activity convened for a regular session to examine a series of agenda items aimed at improving the regulatory framework and supporting business development.

 The agenda included the following items:

  1. Review of the substantiation note and of the draft Government Decision approving the Regulation on compliance with and ensuring the implementation of the Maritime Labour Convention, 2006, on ships flying the flag of the Republic of Moldova (unique number 790/MIDR/2026). Author: Ministry of Infrastructure and Regional Development
  2. Review of the substantiation note and of the draft Government Decision approving the Regulation on the minimum level of training of seafarers and the Regulation on the certification of members of maritime ship crews (unique number 769/MIDR/2026). Author: Ministry of Infrastructure and Regional Development
  3. Review of the substantiation note and of the draft law amending certain normative acts (the Audiovisual Media Services Code of the Republic of Moldova No. 174/2018; Law No. 174/2021 on the mechanism for examining investments of importance for the security of the state) (legislative initiative No. 291 of 31 July 2026).   4. Review of the substantiation note and of the draft Government Decision approving the Methodology for calculating the costs directly generated by the operation of the railway transport service (unique number 797/MIDR/2026). Author: Ministry of Infrastructure and Regional Development
  5. Review of the substantiation note and of the draft law amending Law No. 209/2016 on waste (unique number 792/MM/2026). Author: Ministry of Environment
  6. Review of the substantiation note and of the draft Government Decision amending certain Government Decisions (in the field of limiting emissions of volatile organic compounds) (unique number 784/MM/2026). Author: Ministry of Environment

During the session, particular attention was given to the potential impact of these initiatives on the business environment, regulatory efficiency, and alignment with national and European frameworks.

The Working Group provided a series of comments and recommendations to enhance the clarity, effectiveness, and practical applicability of the proposed regulatory changes.
