The Foreign Investors Association in Moldova (FIA) participated in a working meeting organized under the auspices of the Public Services Agency, dedicated to reviewing the foreign direct investment (FDI) screening mechanism and identifying solutions to improve the regulatory framework.
During the consultations, participants examined practical aspects related to the implementation of the provisions of Law No. 174/2021 and Government Decision No. 437/2025, as well as the challenges faced by investors in the process of applying the mechanism.
FIA reiterated the importance of a regulatory framework that ensures a balance between national security objectives and the need to maintain a competitive investment climate. For the investor community, it is essential that review procedures are clear, transparent, predictable, and proportionate, and that the authorization process provides legal certainty while avoiding unjustified administrative burdens.
In the context of the Republic of Moldova’s European integration path, further improvement of the screening mechanism should be aligned with the principles and best practices promoted at the European Union level, contributing both to strengthening state security and maintaining the country’s attractiveness for foreign investment.
FIA welcomes the authorities’ openness to maintaining a constructive dialogue with the business community and reaffirms its commitment to contribute, through the expertise of its members, to the development of a modern, predictable, and sustainable investment framework in the Republic of Moldova.
