The White Book is the emblem of FIA’s spirit and dynamism. This is what its title says – policy documents in the form of recommendations based on international experience. Hence, this is not a report that focuses on what has been done. Rather, the book reflects an outlook on what still remain to be accomplished. An action plan for FIA to follow. Publication of the White Book has started in 2005 and became in the meantime a real platform for the dialogue with the Moldovan authorities, respresenting at the same time an agenda of FIA’s activity priorities.
Traditionally, White Book summarizes the main obstacles to investment and business development in the country and formulates concrete proposals to overcome these impediments. It is designed and presented by FIA as an instrument for a constructive dialogue and partnership between investors and Government, that further can help to improve the business and investment environment and lead to increased private investments.
Cartea Albă 2017, elaborată de către experții companiilor membre FIA, este la cea de-a cincea ediție. Prima ediție a Cărții Albe a fost publicată în 2005, reprezentând o adevărată platformă pentru dialog dintre mediul de afaceri și autoritățile din Republica Moldova, reflectând pe deplin prioritățile activității FIA.
Cartea Albă reprezintă un document cu titlu de recomandare și descrie un plan de acțiuni concret pentru ameliorarea climatului investițional din țară. Cartea Albă reflectă esența activității FIA, în calitate de Asociație, membrii căreia consideră că prin intermediul schimbului de experiență și a eforturilor comune depuse de investitorii străini poate fi creată o viziune clară a problemelor și deciziilor ce influențează climatul investițional din Republica Moldova.

The White Book 2017 was developed by the experts of companies, who are members of FIA, and it represents the fifth edition of the document. The first edition of the White Book was published in 2005, representing a real platform for the dialogue between the business environment and the Moldovan authorities, reflecting fully the priorities of FIA’s activity.
The White Book provides recommendations and describes a concrete action plan for the improvement of the investment climate in the country. The White Book reflects the essence of the FIA activity as an Association, the members of which consider that through experience exchange and joint efforts made by the foreign investors, can be developed a clear vision of the issues and decisions influencing the investment climate in the Republic of Moldova.

Titlul publicației îi denotă și esența – document de politici în formatul unor recomandări bazate pe experiența internațională. Astfel, ea nu constituie un raport de monitorizare a diverselor realizări. Dimpotriva, Cartea Albă reflectă o concepție asupra acțiunilor ce trebuiesc întreprinse, un plan de acțiuni pe care FIA vrea să-l urmeze.

With the occasion of 10 years anniversary and after 6 years from the last edition, FIA is launching the White Book 2015 – a publication that comes with a set of proposals aimed at improving the investment climate in the country. The 4th edition of the White Book is comprised of 4 chapters: Taxation, Labor Relations, Competition and a chapter dedicated to specific Sectoral and Cross-sectoral issues. The purpose of these chapters is to present, in a practical way, a constructive view of what remains to be done, in order to improve the legislative framework. These proposals were written on the basis of a long-lasting international experience of major foreign investors, which often includes the familiarity with emerging markets and wilingness to share this experience with the Government.

Traditionally, White Book 2009 consists of two main parts. The first one provides an assessment of how the recommendations from the previous editions of the "White Book" were implemented. In particular, it highlights the progress achieved in implementing the recommendations set out by the FIA and identifies proposals that are still valid. The assessment also highlights some of the obstacles relating to ongoing policies and those that have already been implemented. Such an approach defines a better perception of the extent and depth of policy implementation. The second part includes six thematic chapters that present some additional recommendations to those from the previous Book. Because of slow progress of reforms, the structure of the Book remained the same. The book does not contain new tasks, while earlier tasks have been extended and generalized. It is worth noting that this Book is treated as an integral document of proposals that can be used in complement to each other.

White Book 2006 differs from its predecessor on an important matter. While White Book 2005 presented recommendations that were more general in form, the current version makes proposals that come out of very specific issues affecting business operations; issues that can be improved through concrete amendments to the current, as well as draft, legal framework. The strategic approach in this context implied that the new Book had to be designed as an integrated document of continuous proposals that yield results complementing each other. Thereby, White Book 2006 has been divided in two parts: one giving an evaluation on how proposals from the previous Book have been followed in practice, while the other presenting ten thematic chapters with recommendations in addition to those of the last year.

Following the example of other countries, where similar councils of foreign investors are operating, the Foreign Investors Association in Moldova has launched the first Moldovan White Book(2005), which presents investment-related positive signs, concrete issues of concern and corresponding recommendations for improvement in the following areas: administrative constraints, legal framework regulating company operations, labor relations, taxation and securities market. In addition, the book also includes a separate chapter on overall barriers to foreign direct investments in Moldova.
